Peel Ports is planning to expand facilities at Great Yarmouth to accommodate growth in the offshore wind sector.
The company has earmarked a site in the south west corner of the outer harbour for heavy berths, quay facilities, a centre for skills and training, office space and car-parking.
The new facilities would be close to the existing turbine pre-assembly site, said port director Richard Goffin.
Goffin was speaking at an offshore wind event organised by the East of England Energy Group (EEEGR) at OrbisEnergy in Lowestoft this week.
Meanwhile, EEEGR is investigating how to cut offshore wind costs by looking at how services can be shared with the oil and gas sector, such as supply vessels and helicopters.
The initiative would look to follow the lead of companies operating in Dutch waters, EEEGR said.
