Norway launches NOK10bn floating wind contest

A competition to secure state aid funding of up to NOK 10 billion for small-scale floating offshore wind projects in Norway has been launched.

Enova, a state-owned enterprise under the Ministry of Climate and Environment, said developers with projects of between one to five wind turbines can apply for a maximum of two billion kroner. The deadline for applications is February 12, 2026.

Enova said that small-scale projects are important for testing technology and reducing costs and risk before large-scale developments start. “If we are to succeed, floating offshore wind must become profitable. Enova is helping to speed up the transition,” it said.

Enova has previously granted NOK 2 billion to the 75MW GoliatVIND floating offshore wind project being developed by Source Galileo Norge, Odfjell Oceandwind, Kansai Electric Power and ENEOS Renewable Energy. Goliat is located in the Barents Sea, 85 km. northwest of Hammerfest in Northern Norway.

It has also given NOK 1.2 billion to the Wind Catching Demo AS (WCD), which is a collaboration between technology developer Wind Catching Systems AS (WCS) and EnBW. It is planned off the coast of Øygarden municipality on the Norwegian west coast.

The EFTA Surveillance Authority (ESA) gave the green light to the 10 billion kroner state aid last month. The funding will be distributed through several competitive bidding rounds with the scheme lasting until 31 December 2030.
