The Victorian Government has released its fourth Offshore Wind Energy Implementation Statement, confirming that a request for proposal (RFP) stage for the state’s first offshore wind auction will open in September 2025.
The auction aims to support the delivery of 2GW of offshore wind capacity and give certainty to investors and supply chain partners.
A confidential registration of interest process opened last month for feasibility licence holders to access necessary information ahead of the RFP.
Contracts are expected to be awarded before October 2026, according to the government.
Successful projects will receive support through a contract-for-difference and availability payment model, with payments starting once generation begins.
The government said community input would play a key role in shaping outcomes and that developers must offer additional benefits beyond those required under the Renewable Energy Zones Community Benefits Scheme.
A minimum of 80% local content will be required during the operations and maintenance phase of the first tranche of projects, beginning in 2032.
Additionally, 10% of labour hours during this phase must be completed by apprentices, trainees or cadets.
To support workforce development, grant applications of up to $4.9 million will be available to fund a Wind Worker Training Centre.
Victoria’s legislated offshore wind targets include 2GW by 2032, 4GW by 2035 and 9GW by 2040.
