The New Jersey Board of Public Utilities will move the state’s fifth offshore wind solicitation forward, and will open the round over a year earlier than previously scheduled.
The NJBPU announced that it moved the solicitation from the third quarter of 2026 to the second quarter of 2025.
“By accelerating New Jersey’s offshore wind development schedule, we underscore our commitment to realizing the industry’s full potential for the benefit of all New Jerseyans,” NJBPU President Christine Guhl-Sadovy said.
The state’s fourth solicitation for between 1.2 and 4 gigawatts of offshore wind opened in late April and will remain open until 10 July.
New Jersey also announced that it will push pause on the proposed Second State Agreement Approach (SAA) for coordinated offshore wind transmission planning with the regional grid operator PJM Interconnection (PJM).
The NJBPU said the delay follows the Federal Energy Regulatory Commission’s (FERC) move to implement new long-term grid planning measures, and the pause will allow the regulator to fully evaluate the implications of the new federal rules.
The state also announced that Orsted will pay the state $125m to settle claims arising from the developer’s decision to cancel the Ocean Wind 1 and 2 projects.
“The funds will be used to support investments in qualified wind energy facilities, investments in offshore wind component manufacturing facilities, and other clean energy programs to achieve the State’s clean energy goals under the Energy Master Plan,” the NJBPU said.
