The Dutch government will allow bidders who require no subsidy the first chance to bid for the 700MW Hollandse Kust Zuid 1&2 offshore wind zones in the North Sea.
The minister of economic affairs Henk Camp said in a letter to the Netherlands House of Representatives that if there are no zero subsidy bidders for the two 350MW slots a normal auction will be run for bidders requiring subsidies.
The tender is scheduled to open in the autumn.
Bids will be evaluated in reference to six criteria. They are the experience of the parties involved, the quality of the wind farm design, the capacity of the project, cost effectiveness, social costs, and quality of identification and analysis of the risks.
The Dutch will also make a further 1.4GW available at the Hollandse Kust Zuid 3&4 and Hollandse Kust Noord 1&2 zones.
