Apex Clean Energy proposes to build up to 71 turbines on a site near Lake Ontario in northwest New York State.
The Virginia-based developer has filed a preliminary scoping statement to state regulators under the Article 10 siting process. Apex intends to apply for a ‘certificate of environmental compatibility and public need’ in 2016.
The 201MW Lighthouse wind project would interconnect with the electric system at a New York State Electric & Gas (NYSEG) 345kV substation in Somerset.
The proponent has yet to select a turbine. The 24,000-acre project area spans parts of Niagara and Orleans counties, parallel to 12 miles of Lake Ontario shoreline.
Apex has installed two meteorological towers on the site. The developer expects to enter a payment in lieu of taxes (PILOT) agreement with the local tax jurisdictions and a host community agreement.
Comments on the preliminary scoping statement may be submitted through 6 January 2016.
