Avangrid has filed a notice of appeal seeking to pull out of offtake contracts for its 1232MW Commonwealth Wind, claiming the terms make the project unfinanceable.
The Massachusetts Department of Public Utilities had previously approved the contracts between Commonwealth Wind and three Massachusetts distribution companies.

The recent filing with the DPU said that it had ignored evidence that, due to global economic challenges, the power purchase agreements could no longer finance the Commonwealth Wind project.
Commonwealth Wind’s filing calls upon the DPU to set aside its order approving the PPAs and approve the motion to dismiss the agreements.
