Dutch ministry of economic affairs and climate policy EZK has launched the zero-bid tender for the around 700MW Hollandse Kust Zuid 3&4 offshore wind farm.
The bidding window will open on 1 March and close at 17:00 CET on 14 March.
The bids will be assessed via six qualitative and quantitative criteria by an independent panel.
The move follows the setting of a seabed rent of €0.98 per megawatt-hour per year to be paid by the winning developer to the Central Government Real Estate Agency.
The HKZ 3&4 site lies within 12 nautical miles of the Dutch coast, which requires payments for the use of cabling between the turbines and TenneT-procured HVAC Hollandse Kust Beta platform.
The winning developer is expected to be notified within 13 weeks of the 14 March close of the bidding window for the project due online by 2023.
