Enefit Green subsidiary Liivi Offshore OÜ has initiated the building permit procedure and environmental impact assessment for the construction of an 2010MW offshore wind farm in Estonia.
The Estonian Consumer Protection and Technical Supervision Authority (TTJA) said that the developer had done this on the basis of building permit applications in two areas south of Kihnu Island, in the Gulf of Livi.
According to the applications, Liivi Offshore OÜ’s subsidiary Eesti Energia plans to erect a total of up to 140 electric wind turbines with a total height of up to 300m above sea level and a nominal power of up to 20MW on area 1 and area 2 located south of Kihnu Island, in the Gulf of Livi.
The size of the loading area is 168.08 km2 in total and the decision merged the building permit procedures for area 1 and area 2 into one procedure, TTJA said.
After the development permit procedure and the initiation of the environmental impact assessment, the developer Liivi Offshore OÜ can begin to prepare an environmental impact assessment programme.
This will include a description of the assessment methodology used in the environmental impact assessment is presented, including information about the studies necessary for the environmental impact assessment.
Liivi Offshore OÜ must submit an environmental impact assessment programme to TTJA within 18 months and an environmental impact assessment report within 24 months after the decision to recognise the environmental impact assessment programme as meeting the requirements.
After the report is recognised as meeting the requirements, it is possible to issue a building permit, after which the developer can start applying for a building permit after the design work has been completed.
TTJA processes building permit applications and issues building and operating permits for offshore wind farms.
