Portugal is seeking expressions of interest from developers to participate in an offshore wind tender.
In this first auction round, Lisbon has announced intentions to proceed with developing offshore wind power in the regions of Viana do Castelo, Leixões, and Figueira da Foz, reaching up to 3.5GW of total capacity.
The country has been ramping up the electricity produced from renewable sources with its ambitions set out in the first version of the review of the National Energy and Climate Plan 2030 (PNEC).
In line with this, the PNEC establishes a target of 2GW for ocean-based wind technology, with the government assuming the ambition of allocating a capacity of 10GW by 2030 through competitive procedures.
The purpose of the tender is the allocation of reservation titles to generate offshore energy for the Public Service Electric Grid.
The procedures are based on the areas defined in the draft Allocation Plan for Offshore Renewable Energies, which is under public consultation.
The first tender aims to promote the development of the industrial value chain with the involvement of the Portuguese business sector and the development of national port infrastructures, enabling them to serve the offshore wind industry.
Interested parties who formalize their expression of interest will be invited to participate in a dialogue phase with a view to discussing options regarding pre-qualification and bidding models.
