The new factory will be built at the port of Taichung.
Siemens Gamesa said the facility will supply castings for the turbines for the 300MW Hai Long 2 offshore wind farm.
Earlier this week, the turbine manufacturer was named preferred supplier for the project by the developers, a consortium comprising Northland Power and Yushan Energy.
Offshore construction of the wind farm is scheduled to start in 2023.
Hai Long 2 will be located about 50km off the coast of Changhua County.
