Burcote has been refused planning permission for the 10-turbine Longburn wind farm in southwest Scotland.
Local authority councillors in Dumfries and Galloway voted against the project near Carsphairn in line with a planning recommendation.
Decision had been deferred in July pending a site visit.
Officials said the project would have an adverse impact on landscape, visuals and archaeology.
The Fife developer has the option to appeal to Scottish government officials.
