Ilmatar has started commercial operations at its 186MW Pahkakoski wind farm in Ii, Northern Ostrobothnia, marking another major milestone in Finland’s renewable energy expansion.
The 30-turbine project is expected to generate 600GWh of clean electricity annually, enough to power up to 240,000 apartments or more than 30,000 detached homes. Ilmatar said the large-scale project will deliver significant regional economic benefits and contribute to Finland’s carbon neutrality targets.
Construction began at the end of 2023 using the TCI contracting model, where transport, crane, and installation work are managed separately from the turbine supplier’s delivery – a first for a project of this scale in Europe.
Ilmatar’s director of construction Petri Ainonen said: “It’s been great to see such a large wind farm completed in less than two years. Pahkakoski is a concrete example of Ilmatar’s ability to develop and build wind farms even in a challenging market. I’m very pleased with how successfully we implemented the new contracting model and once again pushed the industry forward as pioneers.”
With a tip height of 245 metres, the turbines at Pahkakoski are among the tallest in Finland. The project is one of the country’s largest single onshore wind farms.
Together with the recently completed Korpilevonmäki wind farm, Pahkakoski represents the most significant boost to Finnish wind generation in 2025. The two projects have increased Ilmatar’s installed wind capacity by more than 50% to 650MW, equivalent to about 7% of Finland’s total.
Ilmatar now operates 109 turbines across ten wind farms and one solar facility, with over 1GW of renewable energy capacity either operational or fully investment-ready. The company said it will account for around 22% of Finland’s new grid-connected wind power this year.
