Muirden Energy has been granted planning permission on appeal for its 36MW Cogle Moss wind farm in the Scottish Highlands.
Government officials overturned local authority refusal in January that had been based largely on visual, landscape and cumulative impacts.
Cogle Moss will feature 12 turbines near Watten in Caithness.
Tip heights at the project are restricted to 100 metres. An application was originally filed in 2015.
The reporter concluded: “There would be localised significant harm to the character of the landscape and to certain views from close range including from a small number of residential properties.
“However the extent of such harm would be limited and the effect on residential properties would not reach a level where they could reasonably be described as being dominated by the proposed machines,” he added.
