Scottish councils have shown the red card to separate Wind Prospect/EDF wind farm projects in the south and east of the country.
Borders officials voted to object to plans for an additional seven machines at the operational 38MW Longpark project near Stow.
Scottish ministers will make the final decision on the additional hardware under section 36 powers. A public inquiry is now likely.
Angus Council meanwhile tossed out Wind Prospect and EDF plans for the 14-turbine Saddle Hill near Kilry.
Planning officials had recommended refusal of the project, which is based on 115-metre hardware.
