UPDATE: Lithuania offshore tender deemed invalid

Ignitis strikes Latvian wind deal

Lithuania’s National Energy Regulatory Council (NERC) has said that the country’s second 700MW offshore wind farm development tender has been deemed not to have taken place after only one participant registered by the deadline.

Applications were accepted between 9 June and 8 September 2025, but under Article 22(10) of the Law on Renewable Energy, a tender is considered invalid if fewer than two participants submit applications.

The tender process was briefly suspended by government decision before resuming on 6 October, with applications accepted until 7 October inclusive.

NERC said the tender committee has proposed that the council formally confirm the process as not having taken place at its next meeting.

Responsibility for deciding whether to announce a new tender lies with the government, NERC added.

The council organises tender procedures and selects the winner, including setting conditions, managing committee operations and approving results.

The tender committee includes two NERC representatives and one each from the Ministry of Energy, the Competition Council, the Lithuanian Energy Agency, Vilnius University and Kaunas University of Technology.

Ignitis has confirmed its paricipated. The company bid through subsidiary UAB Ignitis renewables projektai 5, which is wholly owned by UAB Ignitis renewables.

Under the tender terms, developers may either pay a development fee or request State support via a two-way contract for difference within a range of €75.45–€125.74 per megawatt hour.

This support level is partially indexed until a generation permit is obtained, for a period not exceeding eight years from receipt of the development and operation permit.

The relaunched tender opened on 9 June 2025 and closed on 7 October 2025.
