The Danish Energy Agency has invited several bidders to draw lots to identify the winner for the up to 1GW Thor offshore wind farm tender.
This is because more than one bidder has offered the minimum price of 0.01 ore a kilowatt-hour and the largest wind farm capacity of 1GW, DEA said.
“The tender will therefore, in accordance with the tender conditions, be decided by drawing lots,” it added.
The drawing of lots will take place on 1 December at 11am local time at the DEA.
The agency said the involved bidders are invited to participate in the lottery process in order to ensure full transparency.
The lottery process will be supervised by an independent auditor and the Danish states’ legal advisor, Kammeradvokaten, in order to ensure that the lottery process is in line with the procurement rules.
The winner will be announced once the lottery process has been carried out on 1 December.
DEA said that according to the tender conditions, the concession is awarded to the bidder that offers the lowest bid price.
If there are several bidders with the same low bids, the bidder with the largest wind farm capacity wins.
But, if both bid price and wind farm capacity are equal, the tender will be decided by drawing lots.
In the running for the concession are Orsted, Vattenfall, SSE Renewables and Thor OFW (owned by Copenhagen Infrastructure 4 Thor OFW ApS and Andel Holding), Swan Wind (owned by Eneco Wind and European Energy), Thor Wind Farm (owned by RWE Wind Holding and RWE Offshore Wind) and a Total Renewables and Iberdrola Renovables joint venture.
