Ecotricity has been refused permission on appeal for the seven-turbine California wind farm in the southwest of Scotland.
Holyrood officials dismissed the 21MW wind farm near Carsluith on the back of landscape and visual concerns.
“I do not consider that the undoubted renewable energy benefits of the proposal are sufficient to outweigh the adverse impacts on landscape, visual receptors and the cultural heritage,” said the government.
Ecotricity had been hoping to build the project on Stroans Hill in Dumfries and Galloway. Hardware of up to 3MW was in the frame with tip heights pegged at 110 metres.
It filed its appeal in January on the grounds of non-determination by the local authority.
