Highland Council officials have recommended that EDF be allowed to ratchet top power to 60.8MW at its Corriemoillie wind farm in the far north of Scotland.
The utility developer is seeking permission to increase permitted capacity from 47.5MW in a bid to accommodate 19 GE 3.2MW turbines.
Members of the north planning applications committee will vote on a recommendation on 7 June.
Scottish ministers have the final say on the Section 36 application.
EDF bought Corriemoillie from Eon and are working towards accreditation under the Renewables Obligation regime with first power before end-March 2017.
