Development company Vento Ludens has been denied permission on appeal to build the 36MW Brown Muir wind farm in the northeast of Scotland.
Scottish officials refused plans for the 12-turbine project in line with the September 2015 decision by Moray Council planners.
The local authority raised concerns over visual, landscape and cumulative impacts.
Brown Muir was originally planned as an up to 57MW project but refined through the planning process.
The project would have featured turbines of up to 3MW with tips pegged at 126 metres.
