Brazil’s Ministry of Mines and Energy (MME) has reopened the public consultation on its proposed methodology for selecting offshore wind development areas.
Under Ordinance No. 856, published in the Official Gazette, contributions can now be submitted digitally until 1 September 2025 via the MME and Participa+ Brasil portals.
The methodology was developed by the Energy Research Company at MME’s request to provide a technical framework for allocating areas in Brazilian waters, considering environmental, social, technical, and economic factors in line with marine spatial planning rules introduced earlier this year.
The proposal, shaped through industry workshops in May, aims to ensure legal certainty and predictability for investors while balancing offshore wind with fishing, navigation, and ecosystem protection.
Minister Alexandre Silveira (pictured) said the consultation offers “an opportunity to collectively and strategically define the sustainable use of our marine space”.
A webinar in July presented the methodology and outlined the next steps, with recordings available via the MME and EPE YouTube channels.
