There are no obstacles to “healthy” offshore wind development in Estonia and Latvia, according to a study carried out by Dutch company Blix Consultancy for the two Baltic states’ transmission system operators.
Blix said there are no “showstoppers” for offshore wind in a four-tier study commissioned by Estonian TSO Elering and its Latvian counterpart Augstsprieguma Tikls.
The work comprised an offshore technology catalogue, review of high-level planning, pre-FEED study and right-of-way study in order to evaluate the feasibility of future offshore transmission infrastructure projects.
Blix said: “In conclusion, there does not appear to be any specifically Estonian and/or Latvian local issues that might prevent offshore wind projects from taking off and hence the knowledge and technology that is already available around the world can be used.
“The study has also provided an insight in where the lack of data mainly is sitting, and Blix has made suggestions on how to fill these data gaps.”
