Pacifico Energy Korea has secured an Electricity Business License (EBL) from the Ministry of Trade, Industry and Energy for its 420MW Myeong Ryang offshore wind project off Jindo County, South Jeolla Province.
The approval confirms the site boundaries and capacity, enabling the developer to begin key permitting processes.
The project is the first phase of Pacifico’s 3.2GW Jindo offshore wind cluster, which also includes the 990MW Manho and 1.8GW Jindo Baram schemes.
Pacifico said the three projects together represent the largest offshore wind cluster in a single area being pursued by one developer in the Asia-Pacific region.
The company has engaged with local residents and fishermen since 2022 through regular briefings and has set up a regional consultative group by mutual agreement with the community.
It has also signed investment declarations with the government and cooperation agreements with South Jeolla Province, Jindo County and Yeongam County to strengthen the offshore wind supply chain in the region.
Geotechnical surveys are scheduled to start in the fourth quarter of 2025, followed by environmental and maritime assessments. Construction is expected to begin in 2030 with commercial operations due at the end of 2033.

We will continue to work closely with South Jeolla Province, Jindo County, and the local community to ensure the successful development of the Myeong Ryang Offshore Wind Project.”

Pacifico said the cluster will play a crucial role in revitalising the local economy, creating jobs and supporting RE100 industrial complexes and supply chain growth in South Jeolla Province.
