Metsähallitus has agreed to transfer project rights for three wind farms in Simo, Kajaani and Pyhäntä to Nordic Generation, creating a portfolio of nearly 800MW of planned renewable capacity.
The organisation said the portfolio will strengthen Finland’s electricity system and support the government’s aim of reaching carbon neutrality by 2035.
It added that the expected output would match the consumption of more than 100,000 Finnish households.
Markku Tuominen, director of wind power at Metsähallitus, said: “This agreement shows that there is demand for high-quality wind power projects and that the Finnish energy market is also attractive internationally.
“The market is confident that the demand for clean energy will continue to grow in Finland.”
Nordic Generation chief executive Marko Salmela said the projects align with the company’s strategy and support efforts to meet Finland’s rising electricity demand.
Tuominen added that Nordic Generation’s execution capability and responsible operating methods were decisive factors in proceeding with the transaction.
Nordic Generation is backed by Octopus Energy Renewable Infrastructure Trust and Sky, two funds managed by Octopus Energy Generation.
Metsähallitus will continue developing the projects until permits enter into force, and will co-develop the Konnunsuo site in Pyhäntä with Vapo Terra of the Neova Group.
The partners are also preparing plans for local community involvement and will provide updates as the projects advance, according to Metsähallitus.
Tuominen said the arrangement enables optimisation of the projects in line with buyer goals, adding that Nordic Generation had shown particular interest in local landscape impacts.
Wind farms typically generate about €35,000 in annual property tax revenue per turbine for municipalities, Metsähallitus stated.
The Simo Lyypäkki project plans 42 turbines on state-owned land, with an EIA conclusion issued in May 2025 and a zoning proposal due for public viewing in 2026.
In Kajaani, Harsunlehto comprises five turbines and forms part of the earlier Piiparinmäki–Lammaslamminkangas EIA, with its zoning proposal also scheduled for viewing in 2026.
The Konnunsuo site in Pyhäntä, jointly developed with Neova, plans 34 turbines across state-owned and private land and received its EIA conclusion in June 2025.
Metsähallitus currently has 184 turbines installed on state-owned land totalling about 750MW of capacity and 2,200GWh in annual output.
It has 11 onshore and four joint onshore projects under development, alongside two offshore projects of its own and one joint offshore project, amounting to 6GW on land and 8.5GW in marine areas.
