Welsh developer Pennant Walters has tabled a scoping request to Welsh ministers for the eight-turbine, 48MW Mynydd Carn-y-Cefn wind farm in Monmouthshire.
Blade tips will be 180 metres at the 270-hectare site, located on an upland ridge to the west of the town of Abertillery.
Plans for an onsite substation and the construction of access tracks are included in the early-stage proposals.
The wind farm, expected to have an operational lifespan of 30 years, will be connected to the grid at Crumlin, subject to a separate section 37 consenting process.
Pennant Walters says it will undertake “extensive consultation” on the project with the first round of public engagement due to commence in the summer.
In Wales, renewable projects with an expected generating capacity of more than 10MW are considered by the Planning Inspectorate of Wales, with a final decision made by ministers in the Senedd.
