The Scottish government has rejected an appeal by Brookfield Renewable UK against Dumfries and Galloway council’s decision not to grant planning permission for the 30MW Shennanton wind farm north of of the village of Kirkcowan.
David Buylla, the reporter appointed by Scottish ministers to assess the appeal, said the wind farm would have a “significant adverse effect on the character of the local landscape”.
He added that the project would also impact the “visual amenity of residential neighbours” and local road users.
“My conclusion is that the degree of harm from this proposal would go beyond a level that would be typically expected for a proposal of this scale,” Buylla said.
The wind farm would have consisted of 12 2.5MW turbines with tip heights of 100 metres.
The project was originally developed by PNE Wind UK, which was acquired by Brookfield Renewable in 2015.
