Public support for offshore wind power in California remains high, with 75% of adults in favour of projects off the state’s coast, according to the latest survey by the Public Policy Institute of California.
The figure rises to 77% among likely voters and includes majority support across party lines, with 88% of Democrats and 61% of Republicans backing offshore wind and wave energy development.
The PPIC’s July 2025 “Californians and the Environment” survey found support had increased from 72% in 2019 and remained strong across all demographic and regional groups.
Backing for offshore wind reached 77% among coastal residents and 71% among inland residents.
The survey also reported that 80% of Californians believe climate change poses a serious threat to the state’s economy and quality of life, while 62% said they are already experiencing its effects.
The findings follow California’s approval in 2024 of a $10bn climate bond, which included $475m to upgrade ports for offshore wind power.
Last summer, the California Energy Commission adopted a strategic plan targeting 25GW of offshore wind by 2045.
The goal represents around 15–20% of the state’s planned new clean electricity and could power up to 25 million homes.
