Haskoning Nederland will conduct initial technical and conceptual design studies for the Elwind joint Estonia-Latvia state-run offshore wind project.
Officials said the aim of the study in the pre-FEED phase is to establish a general technical concept that will define the scope and outline next steps for the array which is planned to have at least 1GW capacity.

This will include assessment of site conditions in the Baltic Sea, layout optimisation and evaluation of potential grid connection options.
Haskoning said it would execute the project together with Empire Engineering, which is responsible for designing foundations.
