New York-based Haugland Group has signed a memorandum of understanding with Rhode Island’s Waterson Terminal Services to collaborate on port development in the state of New York to support offshore wind development.
The companies said they aim to combine Haugland’s expertise in infrastructure development, marine construction, and logistics with WTS’s experience in terminal operations, port management, and cargo handling.
The agreement was inked on the sidelines of trade group Oceantic Network’s annual International Partnering Forum (IPF) in New York City.
Oceantic Network CEO Liz Burdock said: “We gather in New York City to reimagine, renew, and reignite renewable offshore energy that’s made in America, and to confirm that we are not retreating from this proven technology as a cornerstone of affordable, reliable energy and economic growth to communities across the nation.”
Haugland Group CEO Billy Haugland (pictured, right) said: “New York’s ports are critical economic infrastructure, and they deserve a coordinated, long‑term approach.
Partnering with Waterson Terminal Services brings together deep terminal operations expertise and marine construction capability to unlock the full potential of our waterways.”

President & CEO of New York State Energy Research and Development Authority (NYSERDA) Doreen Harris told IPF attendees that New York’s commitment to offshore wind was durable, and celebrated the ongoing construction of 1.7GW of offshore wind construction in waters off the state.
