German offshore wind trade group BWO has called for clear political commitments and a binding roadmap to secure offshore wind expansion ahead of the National Maritime Conference in Emden.
The association said the sector needs sustainable port infrastructure financing, reliable operating frameworks and strengthened protection for critical offshore infrastructure.
It added that clarity is also needed on auction design with two-sided CfDs and commitment to expansion targets of at least 70GW by 2045.
“The National Maritime Conference is a important opportunity to make clear political decisions and initiate a binding roadmap for key industrial policy measures,” said Stefan Thimm, managing director of BWO.
“Powerful ports, a reliably organised offshore rescue infrastructure and a coherent security framework for critical maritime infrastructure are essential prerequisites.”
The association warned that delays to reform of the offshore wind law increase uncertainty for investment and value creation in Germany and Europe.
It said German ports risk falling behind European peers such as Esbjerg, Rønne and Eemshaven, leading to a shift of orders and industrial capacity abroad.
The BWO called for a dedicated funding programme for ports and a clear division of financing responsibilities between federal and state governments.
It also urged the creation of a sector-specific security framework and faster agreement on a centralised offshore rescue infrastructure with a viable financing mechanism in 2026.
