EU energy ministers have reached a broad agreement on the REPowerEU roadmap, paving the way for a full phase-out of Russian gas imports across the bloc by 2028.
The ministers also showed strong support for the European Commission’s forthcoming Electrification Action Plan to boost energy independence and drive investment in clean energy at yesterday’s (21 October) Energy Council meeting in Luxembourg.
The discussions were followed by a presentation of the commission’s 2026 work programme which confirmed key initiatives including a review of its energy security framework and ending fossil fuel subsidies.
The meeting was described as a “breakthrough moment” for the EU’s energy transition by SolarPower Europe deputy chief executive Dries Acke.
He added: “We applaud the Energy Council’s decisive step to completely phase out Russian gas imports and accelerate the transition towards homegrown renewables. This is not only vital for Europe’s energy security and independence but also a powerful move to stop Russia’s war machine.
“The REPowerEU roadmap and Electrification Action Plan together mark an important step for Europe’s energy security. We all know structural resilience will not come from diversifying fossil fuels supply, but from replacing them with a flexible, renewables-based and electrified energy system.”
