The Ministry of Economic Affairs and Climate Policy (EZK) in the Netherlands is proposing to speed up permitting for grid upgrade projects.
The EZK is proposing adapting regulations to that the legal procedure for national and regional grid upgrades and expansion schemes can be accelerated by up to 1.5 years.
This measure was developed in consultation with, among others, grid operators and representatives of municipalities and provinces.
The proposal for the fast-track procedure is expected to enter into force in 2025.
Minister Jetten (Climate and Energy) said: “Tackling the full power grid is a top priority.
“To this end, we do not shy away from unorthodox measures.
“In this way, we want to ensure that the sustainability of our economy can continue in top gear.”
Delays in the granting of permits due to legal proceedings are, in addition to scarcity of personnel and materials, one of the main reasons why grid operators are unable to expand the grids more quickly.
By designating electricity projects of 25 kilovolts or more as “substantial public interest”, projects can go through a faster appeal procedure.
The ministry wants to regulate this by means of adapted regulations in the form of an Order in Council (General Administrative Order).
